Strategic Procurement Manager

About the role
The successful candidate/s for this new role within the organisation will be responsible for:
- Owning the procurement pipeline for assigned categories
- Administration of all procurement related activities for owned categories
- To support ensuring all procurement activities (including those delivered by outsourced partners (e.g. Managing Agents) satisfy regulatory and legal requirements
- Maintain the CES Contracts Register, ensuring business-wide compliance and engagement and that our register is complete and current at all times.
- Support production of Annual Procurement Report
- Participating or leading on wider business initiatives as required
The contractual working location of this role is our Edinburgh office. However, we believe work is something you do, not a place you go to, and we are committed to supporting employees to work flexibly and in a way that suits their role and preferences.
The starting salary will be £46,934 with potential for future progression as well as eligibility of annual cost of living rises. The maximum salary for this role is currently £54,489. The role also benefits from 25 days’ annual leave, increasing to 30 days after four years’ service, plus 11.5 of public/ privilege days. Crown Estate Scotland encourage flexible working and operate a discretionary flexi-time scheme. This role offers participation in the Civil Service pension scheme.

About You
You should have:
- Chartered Institute of Procurement & Supply membership
- Expert knowledge of Scottish Government Procurement Journey
- Expert knowledge of with Public Contracts (Scotland) Regulations 2015
- Expert knowledge of Procurement Reform (Scotland) Act 2014
- 3 years + experience of managing procurement systems within the public sector.
- Experience of procurement for built environment and construction projects
- Experience of building and managing procurement pipeline and prioritisation of backlog
- Experience throughout contract life cycle – scoping, procurement negotiation, contract delivery
- Ability and confidence to hit the ground running and take ownership of category workplan
