Crown Estate Scotland has an exciting opportunity for a Development Manager (Transmission) to join our Marine Energy & Infrastructure team on a full-time 18 months fixed-term basis. 

This role will:

  • Manage development phase and enabling activities for offshore data and energy transmission infrastructure such as subsea telecoms cables, high voltage electricity cables and interconnectors.
  • Manage applicant and tenant relationships, the development of property agreements and management of Option Agreements.
  • Establish and maintain an understanding of the various offshore cables market (data and energy) including development of the transmission network to support the delivery of offshore wind in Scotland, current and future dynamics, identifying influencing factors, and developing key opportunities for Crown Estate Scotland.
  • Represent Crown Estate Scotland on groups (incepting / leading groups as required) to maximise Crown Estate Scotland’s contribution to the development and maturity of the transmission aspects of data and offshore energy markets in Scotland such as consenting, policy, and practical delivery challenges.
  • Coordinate with industry to identify and deliver studies to promote understanding and solutions for issues facing Crown Estate Scotland offshore wind interests.

About the role

The successful candidate for this role within the organisation will be responsible for:

  • Managing development activities including leasing and implementation of new agreements, and management of existing Option Agreements (or leases/licences if required).
  • Developing the policy and seabed leasing model, if required as a separate activity from offshore wind leasing in the future, for offshore transmission network to support the delivery of offshore wind (and other renewable energy technology) in Scotland.
  • Developing and maintaining a view of industry position and potential, future growth opportunities, and risks and barriers to growth, to shape forward strategy for the relevant sectors and to inform future business planning, with a focus on commercial and regulatory drivers.
  • Building and maintaining strong tenant relationships to ensure tenants have trust and confidence in Crown Estate Scotland.
  • Undertaking industry stakeholder engagement and relationship building – with industry players and other enabling organisations, to maintain a view of market conditions, and as a platform for influencing and shaping the business environment for the Scottish Crown Estate.

Key responsibilities

  • Development Management - Leading on relevant development phase management of E&I agreements as required by the Head of Offshore Development (Emerging Technology and Infrastructure).
  • Business Development and Market Enabling- Taking a lead role in the identification, development, and implementation of new business opportunities identified in the Corporate Plan. Defining and managing the implementation of sector enabling projects. Managing internal, external or the Agent support resources as required to contribute to meeting business plan targets, and / or improve commercial and legal development management performance.
  • In addition, the role holder will support the wider Energy & Infrastructure team where required.
  • The above list is not exhaustive, and the post holder may be required to undertake other responsibilities and training as requested by their Director appropriate to the grade. Further, the holder of the post will be expected to work flexibly across all the dimensions of the agreed corporate plan.

The salary will be £59,003 with potential for future progression and annual cost of living rises. The maximum salary for this role is currently £68,501.  The role also benefits from 25 days’ annual leave, plus 11.5 of public/ privilege days.  Crown Estate Scotland encourage flexible working and operate a discretionary flexi-time scheme.  This role offers participation in the Civil Service pension scheme.

About You

You should:

  • Be educated to undergraduate degree level or equivalent in a subject relevant to offshore energy or infrastructure development, construction or operations, preferably supported by a relevant postgraduate qualification and/or appropriate professional accreditation(s).
  • Have in-depth knowledge and experience of the offshore industry, preferably including telecoms & datacentres, electricity cables and offshore renewable energy, within the UK and beyond, including experience of regulatory and commercial aspects, along with an existing network of industry, regulator and government agencies relationships.
  • Have experience of and be skilled in managing contracts to effectively manage Tenants agreements on behalf of the organisation. To do this, the post holder will be an effective communicator and able to understand complex legal, technical and commercial issues and how to balance those in the context of a potentially sensitive stakeholder environment.
  • Be an experienced project manager, with appropriate knowledge and experience of leading projects through to completion.
  • Have experience of working in collaborative project environments including both internal team members and external partners to deliver mutually successful outcomes.
  • Have well developed problem-solving and analytical skills and be able to apply them in a complex and fast changing environment.
  • Have an understanding of demand and markets/uses, with transferable skills (e.g. in technology or consenting), with general understanding of other offshore sectors.
  • Have communications and public relations experience, including working with the media, the government and agencies.
  • Have experience in coastal /marine resource and/or asset management and development, with regulatory and commercial aspect to responsibilities.
  • Have experience of working within a multi-disciplinary team with accountability for budgets and achieving performance targets including new business development within deadlines.
  • Be accomplished in typical office IT systems.

  • Good communications skills, with the ability to present complex technical information to a range of audiences and appropriate presence to engage with senior stakeholders.
  • Strong leadership, clarity of purpose, strong self-management skills, taking a pro-active approach to dealing with issues, managing workloads to meet challenging deadlines/goals.
  • Attention to detail and follow-through to task completion, with attention to company delivery standards and individual scorecard objectives.
